This technique is called HDRI. It’s when you take severals photos with different exposure settings, but in the same exact spot, then combine them digitally so the full range of lighting conditions are emphasized properly.
I’m not a photographer so that explanation is pretty weak. If someone reblogs a better lay person’s explanation, I will link it.
